A positive opinion of Glavgosexpertiza on the estimated cost of Khabarovsk CHPP-4 has been obtained

Having studied the submitted calculations, the experts of federal autonomous institution "Glavgosexpertiza of Russia" have issued a positive opinion confirming that the cost estimate documentation for the construction of “Khabarovsk CHPP-4 with the off-site infrastructure” complies with the current standards in the field of cost estimate and pricing regulations. At the same time the assessment of Glavgosexpertiza has confirmed the CHPP construction cost calculations, carried out by "Intertechelectro - Project" professionals.

The Khabarovsk CHPP-4 construction project provides for location of the main buildings of the new power plant at the site of existing CHPP-1 that will continue in operation until the new power facility is commissioned. The installed electric power of CHPP-4 will amount to 328 MW, the thermal output will amount to 1,368 Gcal per hour. The main equipment of the power plant will comprise four gas turbines with heat recovery steam generators and five hot-water boilers. The expected average annual electric power generation will amount to 1.7 billion kW per hour.

Earlier, as part of the project design documentation development, the professionals of General Designer "Intertechelectro - Project" developed the main thermal mechanical, architectural, structural and space-planning solutions for the new power plant. The design of power, heat, water and gas supply systems, water treatment systems, heat supply networks, automated process control systems has been developed. A full range of engineering surveys including a survey of the existing buildings and structures has been carried out at the construction site. Action item lists have been developed for environmental protection, sanitary protection zone and fire safety.

Currently "Intertechelectro - Project", as the General Designer, is developing detailed design documentation for the project.

The Khabarovsk CHPP-4 construction project is implemented within the framework of a long-term program developed by PJSC "RusHydro" for the replacement of retired capacities and development of energy systems in the Far East, as well as within the scope of the State Program for modernization of the heat power industry in Russia. The project Customer is JSC "Far Eastern power generation company" (part of "RusHydro" Group). The commissioning of a new CHPP will make it possible to decommission the outdated power generation facilities of Khabarovsk CHPP-1 and satisfy the heat and power demand of consumers in the city of Khabarovsk.
